Geological and Minerals Development Bill

An Act to provide for the geological survey, mapping and exploration in the Republic; provide for the establishment of the Artisanal and Small-Scale Mining Fund and provide for matters connected with, or incidental to, the foregoing.

Lusaka, Zambia – In a landmark move aimed at reshaping the nation’s mining industry, President Hakainde Hichilema has officially signed the Geological and Minerals Development Bill into law following its successful passage in Parliament. The announcement was made by Mines and Minerals Development Minister, Paul Kabuswe.

The newly enacted legislation paves the way for a more structured and sustainable approach to mineral exploration, geological mapping, and mining activities within the country. Crucially, it establishes the Artisanal and Small-Scale Mining Fund, designed to support emerging miners and bolster investment in the sector.

With this reform, the Ministry of Mines and Minerals Development now comprises three key technical departments:

  • Geological Survey – Strengthening mineral exploration and data collection
  • Artisanal & Small-Scale Mining (ASM) – Providing dedicated resources and support to small-scale miners.
  • Large-Scale Investment Promotion – Creating a favorable environment to attract major investors.
